Mateo explains his new mixtape better than my measly fingers and keyboard can, so I'll let him explain what it's all about:

I decided to create Suite 823 to give my fans a journey into my life. To me, "Suite 823" (aka “Thinking of You” in numeral code) is a place where I was able to reflect on past love, fans and my future. Everyone’s ‘Suite 823′ looks different and has different content. Mine may look different from time to time, but this mixtape gives a glimpse (for my fans) into my Suite 823.

Mateo delivers "Looking You Up," the first leak from his forthcoming mixtape Suite 823 to give us a nice splash of R&B on the site. The ballad, which features fellow G.U.E. favorite Stacy Barthe, is produced by Alicia Keys' long time collaborator Kerry "Krucial" Brothers along with Zeke MacUmber.

Mateo is probably the best new talent in R&B right now.  I've been listening to Mateo's Love & Stadiums since it came out this spring.  As the newest signee to Kerry "Krucial" Brothers' Krucial Noize label, he's been inducted into a great musical family consisting of Alicia Keys, and by default, Swizz Beatz, who both assist on the track.
